General Information

These rules govern the design and conduct of trap-free road rallies sponsored by Maverick Region PCA. The typical Rally will be less than 100 miles in length and require no more than 3 hours to complete. The route and instructions will be proofed by at least one experienced rallyist for compliance and accuracy.

Any variation to these rules and any additional required information will be distributed before the start of the rally. Details of mileage measurement will also be available before the start of the rally.

Entry

Each team will have a driver and a navigator. The driver must be at least 18 years old and hold a valid driver's license and proof of minimum legal insurance. An entry fee may be required.

Classification

Classification must be declared at registration before starting the rally. Teams may not change classification after the start of the rally. Entrants arriving at the start after the first Touring Class car has departed may compete only in the Touring Class.

Any navigational aid or equipment is allowed in any class, which consist of:

  • Touring Class
  • Timed Class

Passengers of any age may ride with entrants in the Touring Class, but passengers must be no older than 8 years in the Timed Class. Route instructions will be identical for both classes.

Cars in the Timed Class must have an assigned car number prominently displayed on the center front windshield on the outside of the car.

Time & Start

Official time is Coordinated Universal Time as broadcast on WWV. An official timepiece, synchronized to official time, will be present at the start of the rally. Start times will be assigned at 1-minute intervals with all cars in the Timed Class preceding the Touring Class by 15 minutes or more. Each team, regardless of classification, is responsible for starting at the assigned time.

Checkpoint Procedures (All Cars)

There will be one or more manned timing station(s) on the right side of the rally route at the end of each timed portion (leg) of the rally. The station will close 30 minutes after the perfect arrival time for the last car in the Timed Class.

Entrants must pass the checkpoint sign traveling approximately at the currently assigned average speed or the speed limit. Touring Class cars should continue without stopping.

The official time of arrival will be measured in minutes and seconds as the right front wheel passes the timing line, indicated by a checkpoint sign. Times will only be recorded for numbered cars (Timed Class), except that times will not be taken on cars passing the timing line from the wrong direction and cars must not execute a U-turn in sight of the manned timing station.

Timed Class cars will pull off the road and stop near the worker(s) who be well past the checkpoint sign. Remain in the order of arrival if possible. The navigator will roll down the window and wait for a worker to approach. The worker will collect any Delay Claims and hand out timing slips. Drivers should then check for traffic, pull back onto the road and travel safely to the starting point for the next leg or location of the post-rally scoring party.

Scoring & Finishing Position

Touring Class: Scores will be based solely on answers to fill-in-the-blank questions, which serve as evidence of having driven the route. One penalty point will be assigned for each incorrect or incomplete answer. Tie Breaker questions will be used to break ties.

Timed Class: One point will be assigned for each second of deviation, early or late, from perfect time of arrival. Any allowable delay that is claimed will be subtracted from the timing error. Answers to the fill-in-the-blank questions designed for the Touring Class will be used to break ties.

Finishing positions in each class will be ranked from the lowest score (first place) to the highest score (last place).

Protests

In the event of protest against an entrant or a fault in the rally, the rallymaster will appoint a committee of three experienced rallyists to settle the dispute before awards are made. Decisions of the committee are final.

Touring & Timed Classes

  1. Behavior: Drive safely, carefully, and legally. Behave courteously and play fairly.
  2. Rally Roads: Use only paved roads designed for through passage by the general public. Roads with gates, guardhouses, or posted access restrictions, other than direction of travel, are not rally roads unless clearly specified in the rally instructions.
  3. Route Instructions: The route is revealed through step-by-step instructions. Execute each instruction in turn, in the order presented, as soon as possible.

    A typical text instruction lists an action and a navigational reference connected by a position notation, including:

    Tulip diagrams may be used to provide a visual indication of the route-following action to be taken at each reference point.

  4. Route Following: Follow the current road until you can execute the next route instruction or until the pavement forces you onto another road. You must have an instruction at a T unless the current road clearly follows one arm of the T. If the current road becomes indistinguishable by signs, markings, size, or surface, you must have an instruction.
  5. Quoted Signs: Material quoted in an instruction will be a prominent, contiguous portion of the alphanumeric text shown on the same support structure. Spelling will be exact. Signs may be located above or on either side of the rally route and will be readable while travelling at the speed limit from normal seating positions.
  6. Landmarks: All landmarks will be identified by a sign, defined, or associated with a mileage.
  7. Proof of Passage: Fill-in-the-blank questions will be presented in the order of encounter within the route instructions. Tie-Breaker questions, however, may be anything the rallymaster devises and may be presented at a time and place of the rallymaster's discretion.

    Timed Class Only:

  8. Distance: Mileage is continuous from rally start to end. The official measurements will have been adjusted to closely approximate freeway mileage marker calibration. Official mileage is given with each route instruction in the first 15 miles and at every speed change thereafter.
  9. Speed: Initiate speed changes at the navigational reference indicated in the instructions. Speed instructions (CASTs) are average speeds, which are computed as instantaneous speed changes for scoring purposes.
  10. Pauses & Delays: Pause 15 seconds at every STOP and pause 45 seconds at every traffic light. Route instructions indicate the perfect elapsed time to depart from each instruction's reference point in the first 10 to 15 miles. A pause of about 5 minutes will be included at the end of this first 10-15 miles for odometer calibration. Do not block access to signs & landmarks for other rally entrants.

Delays in 30-second increments will be automatically accepted within the range of 45 seconds to 3 minutes 15 seconds. Additional delay will require confirmation from another competing team that the delay was unavoidable.

Glossary of Rally Terms ^Top

Acute
A turn of substantially more than 90 degrees.
After
The first opportunity following the specified sign or landmark that also meets all other criteria, such as distance, for example.
Bear
A turn of substantially less than 90 degrees
Before
The last opportunity in sight of and prior to the referenced sign or landmark.
Blinker
A signal light consisting of red or yellow lights designed to regularly sequence on and off, whether operating or not, and legally applicable to rally traffic. Only one blinker applies at the same railroad crossing, intersection, or other cautionary/stopping point on the rally road.
CAST
Acronym for "Change / Continue / Commence Average Speed To"
Cattle Guard
A series of pipes or rails laterally crossing an opening in the road surface designed as a barrier for livestock.
Checkpoint
A point along the rally route where time-of-day arrival is measured.
Cross
Go completely across the specified road.
Crossroad
An intersection where it is possible to go left, right, or straight.
Free Zone
A specified segment of a timed rally route in which there are no timing controls.
Gain
Decrease the amount of time for passage of a specified distance by the specified amount of time. Where a gain is operative is a free zone.
Intersection
A point along the rally route where it is possible to choose a direction of travel, using defined rally roads, without making a U-turn.
ITIS
Acronym for "If There Is Such", usually given after a reference to a sign or landmark, to indicate that the referenced item may not be encountered. When given in a numbered route instruction, the instruction is executed only if the referenced item is encountered before it is possible to execute the next numbered route instruction. When used in a note, the ITIS is cancelled when the note is cancelled.
Left
Turn to the left at an intersection.
Leg
The segment of a rally route extending from the start to the first checkpoint or from one checkpoint to the next.
Opp/Opportunity
A place where a specified action can be executed. The first opportunity encountered is assumed in the absence of a specific description of the opportunity.
Or
Separates the parts of a multi-part instruction where only one part is to be executed. Execute only the part that is first possible.
Pause
Delay a specified time at a referenced point or within a specified distance. Where a pause is operative is a free zone.
Paved
Describes a road having a hard surface, such as concrete, bricks, asphalt, macadam, etc.
Pick Up
Change route assignment without executing a turn.
Right
Turn to the right at an intersection.
STOP
An official red octagonal stop sign at which the rally vehicle is legally obliged to stop. This type sign is used as a self-identifying landmark and referenced in all capital letters without quotation marks. Only one STOP applies at each place where rally traffic is obliged to stop.
Straight
Proceed across an intersection in essentially the same direction.
T
An intersection having the general shape of the letter T as approached from the base. The rallyist must turn at a T. Left and right turns are not necessarily equivalent in degree, and the intersecting roads are not necessarily equivalent in quality or description.
Traffic Light
A stationary signal featuring alternating red and green lights, frequently with a yellow transition light between green and red, that regulates rally traffic. Only one traffic light applies at each place where rally traffic is regulated. The signal light need not be operating or may be operating as a blinker.
Transit Zone
A part of a rally route in which there are no checkpoints and no assigned speed. An exact time for passage or an assigned restart time at the end of the transit zone must be given. The approximate distance of the transit zone is desirable and may be given.
Turn
Change direction at an intersection. "Turn" does not direct the same action as a route-following rule.
Y
An intersection having the general shape of the letter Y as approached from the base. The rallyist must turn at a Y. Both left and right turns are substantially less than 90 degrees, but not necessarily equivalent in degree, and the intersecting roads are not necessarily equivalent in quality or description.
YIELD
An official wedge-shaped sign at which the rally vehicle is legally obliged to yield the right of way. This type sign is used as a self-identifying landmark and referenced in all capital letters without quotation marks. Only one YIELD applies at each place where rally traffic is obliged to yield.
